Энэ бүхэн яах аргагүй энэ салбарт ажиллаж байгаа эмч, сувилагч нарын гавъяа. Гэтэл тэд улсын дунджаас бага цалин авдгийг хүмүүс тэр бүр мэддэг болов уу?
Үндэсний статистикийн хорооны мэдээллээс үзэхэд 2019 оны байдлаар улсын хэмжээнд сарын дундаж цалин 1,124,000 төгрөг байж. Харин хүний эрүүл мэнд ба нийгмийн үйл ажиллагааны салбарт дундаж цалин улсын дунджаас 16 хувиар бага буюу 940 мянган төгрөг байгааг график харуулна.
Америк, Японд сургууль төгссөн, өндөр хөгжилтэй бусад оронд мэргэжил дээшлүүлсэн нарийн мэргэжлийн эмч нар хүртэл улсын эмнэлэгт сарын 850 мянган төгрөгийн цалинтай ажилладаг гэж байна. Гэтэл яг ижил мэргэжил, боловсрол, туршлагтай эмч Америкт бол монгол эмчээс 50-100 дахин өндөр цалинтай байгаа юм.
Энэ асуудал мөн үү гэвэл мөн. Гэхдээ бид асуудал байна гээд шүүмжлээд суух биш, түүнийг шийдэх арга замыг эрэлхийлбэл боломжийг нээж чаддаг. Тэгвэл эмч нарын орлогыг хэрхэн нэмэгдүүлж болох вэ?

Өмнөд Солонгосын амжилтын “жор”
Ази тив эмчилгээний аялал жуулчлалын гол төв болж байна. Тайланд, Энэтхэг, Сингапур, БНСУ энэ салбараараа танигдсан бөгөөд харьцангуй хямд хэрнээ ая тухтай, хурдан шуурхай, чанартай үйлчилгээгээрээ хөгжингүй орнуудын иргэдийг татсаар байгаа. Тайланд л гэхэд Бумринград зэрэг эмнэлгээрээ брэнд хийж, одоо 450 гаруй хувийн эмнэлэгтэй болсон байх жишээтэй.
Харин энэ нийтлэлд яагаад Өмнөд Солонгосыг онцолж байгаа вэ гэхээр тус улс сүүлийн хэдхэн жилд амжилтад хүрч чадсан. Тухайлбал, 2008 онд БНСУ-ын эмнэлгийн салбарын гадаад үйлчлүүлэгчдийн тоо 27,400 байсан бол 2016 он гэхэд 364,189 болж огцом өссөн байна. 2020 он гэхэд нэг сая эмчилгээний жуулчин авна гэсэн зорилготой байж.
Одоо БНСУ эмчилгээний аялал жуулчлалаар Азийн орнууд дундаа толгой цохиж, Тайланд, Сингапур, Энэтхэг, Малайз, Филиппиний дараа буюу зургаадугаарт жагсаж байна. БНСУ-д эмчлүүлдэг гол улсуудын тоонд Хятад, Япон, Оростой зэрэгцэн Монгол Улс орж байгаа. Монголд Солонгосын эмчилгээний аялал жуулчлалын олон төлөөлөгч байгаагаас бид үйл ажиллагаагаа хэрхэн явуулдгийг нь харж, суралцах боломжтой учир хөгжлийн илүү ойр загвар гэж харж мөн болох юм.
Өмнөд Солонгост эмнэлгийн аялал жуулчлал 2009 оноос эхлээд хурдтай хөгжиж, амжилтад хүрэхэд хэд хэдэн хүчин зүйл нөлөөлснийг судлаачид тэмдэглэжээ.
Нэгдүгээрт, 2006 оноос эхлээд эмчилгээний аялал жуулчлалын салбар хэчнээн их ирээдүйтэйг харуулсан, мөн энэ төрлийн үйлчилгээг хөгжүүлсэн Тайланд зэрэг улсын туршлагыг судалсан ажил Өмнөд Солонгост маш ихээр гарсан байна. Зарим их сургууль нь энэ чиглэлээр тусдаа сэдэв гаргаж олон цогц судалгаа хийсэн байх жишээтэй.
Тэдгээрээс нэг судалгаанд эмчилгээний аялал жуулчлалын зах зээл 2012 онд 10 тэрбум ам.долларт хүрсэн нь 2004 онтой харьцуулахад 2.5 дахин өндөр үзүүлэлт байсныг цохон тэмдэглээд, 2019 он гэхэд 33 тэрбум ам.долларт хүрнэ хэмээн онцолжээ.
Тэгвэл Grand View Research байгууллагын гаргасан судалгаанаас үзэхэд, дэлхийн эмчилгээний аялал жуулчлалын зах зээл 2019 онд бүр 44.8 тэрбум ам.долларт хүрсэн байна. Үүгээр ч зогсохгүй цаашдаа жилдээ 20 гаруй хувиар өсөж, 2027 он гэхэд 207.9 тэрбум ам.долларт хүрнэ гэсэн тооцоог гаргажээ.
Хэрвээ бид эмчилгээний аялал жуулчлалыг хөгжүүлэхэд одооноос анхаарч эхэлбэл цаашдаа өсөн тэлж буй энэ том зах зээлд өөрсдийн бага ч гэсэн орон зайг эзэлж, эрүүл мэндийн салбарын орлогоо нэмэгдүүлж чадах юм.
Хоёрдугаарт, тэр бүх судалгаа таамаглалд тулгуурлан БНСУ-ын төр засаг бодлогоо зөв тодорхойлжээ. 2009 онд тус улсын засгийн газар эмчилгээний аялал жуулчлалыг “шинэ өсөлтийн зүтгүүр салбар” буюу “new growth engine industry” хэмээн тодорхойлж, дэмжиж эхэлсэн байна. Төрөөс дэмжинэ гэхээр манайхан шиг нэг эмнэлэг барьчихаад, тэрийг нь ямар яам, тамгын газар авч явах вэ гээд маргаад суухыг хэлэхгүй.
БНСУ-д хамгийн түрүүнд Тайланд, Сингапур, Малайз зэрэг улсыг дуурайн эмчилгээний виз гаргаж эхэлсэн байна. Тэгээд тухайн салбарын хөгжил болон олон улсын харилцааг дэмжих инстүүцийг бүрдүүлж, Солонгосын Эрүүл мэндийн салбарын хөгжлийн институт (Korea Health Industry Development Institute) болон Солонгосын Олон улсын Эмчилгээний холбоо (Korean International Medical Association)-г байгуулжээ. Ингээд эмнэлгийн үйлчилгээгээ гадаадад сурталчлах, хүний нөөцөө бэлтгэх, нэг цэгийн үйлчилгээний төвүүд байгуулах зэргээр ажилласан байна.
2013 оноос БНСУ олон улсын эмчилгээний аялал зохицуулагчийн лиценз олгож эхэлсэн анхны улс болсон. Ингэснээр тус улсад эмчилгээ хийлгэхээр очсон хүмүүсийн ар гэр, асран хамгаалагчид хотоор аялах, дэлгүүр хэсэх, гоо сайхны үйлчилгээ авах зэрэг таатай боломжийг бүрдүүлэхэд илүү хялбар болжээ.
Гуравдугаарт, ер нь ямар ч салбарын хувьд олон улсын мэргэжлийн байгууллагын магадлан итгэмжлэх авна гэдэг маш чухал байдаг. Joint Commission on Accreditation of Healthcare Organizations (JCAHO) гэж эрүүл мэндийн үйлчилгээний магадлан итгэмжлэх байгууллагаас олгодог Joint Commission International (JCI) нь эмчилгээний аялал жуулчлалын үйлчилгээ үзүүлдэг байгууллагуудын дунд хамгийн нэр хүндтэй, танигдсан юм байна. БНСУ-д 31 гаруй эмнэлэг JCI магадлан итгэмжлэх авсан бөгөөд эмчилгээний аялал жуулчлалын үйлчилгээ үзүүлдэг аж.
