Улс орон, аж ахуйн нэгж, айл өрх, хувь хүн гээд аль нь ч ялгаагүй, урт хугацааны хөгжлийн зорилгоо тодорхойлж, түүндээ тэмүүлж байж гэмээнэ амжилтад хүрсэн байдаг. Монголчууд тийм зорилготой, тууштай нэгнээ алсын хараатай гэж ярьдаг даа. Туршлагатай компаниуд “vision” буюу алсын хараа, “mission” буюу эрхэм зорилгоо эхнээсээ тодорхойлоод, түүндээ хүрэхийн тулд зорилтууд тавин ажилладаг. Тэгвэл Монгол Улсад маань алсын хараа, эрхэм зорилго байна уу? Байсан бол 60 сая малтай, асар их хэмжээний ашигт малтмалын нөөцтэй монголчууд өдийд туйлын элбэг хангалуун амьдарч байх сан. Гэхдээ манай улсын хэмжээнд хөгжлийн зорилго огт байхгүй гэвэл худлаа ярьсан болчихно. Монгол Улсын Мянганы хөгжлийн зорилтод суурилсан Үндэсний хөгжлийн цогц бодлого гэж байв. Харамсалтай нь, энэхүү бодлогын эхний үе шат 2015 онд дуусахад стратегийн 105 зорилтын ердөө ганц хувь, 436 дэд зорилтын 4.1 хувь нь л биелсэн гэдэг. Хэрэгжилт яагаад ийм хангалтгүй байсныг эргэн харж, алдаа, оноогоо дүгнээд хэрэгжүүлж болохуйц хөгжлийн төлөвлөгөө гаргах тал дээр бодлого боловсруулагчид сүүлийн жилүүдэд нэлээд анхаарсан. Үр дүнд нь, Монгол Улсын урт хугацааны, тогтвортой хөгжлийн үзэл баримтлалыг өнгөрсөн онд боловсруулж баталсан. Гэвч энэ нь улс үндэстний алсын хараа болж, бодит амьдрал дээр биеллээ олж чадах болов уу? Үндэсний хөгжлийн цогц бодлого шиг бүтэлгүйтэж, нурах юм биш биз? Тийм замаар оруулахгүйн тулд дээрх дөрвөн зөвлөгөөний хүрээнд алсын хараагаа шинжиж үзье:
1. Олон зорилт тавих хэрэггүй.
Үндэсний хөгжлийн цогц бодлогын хүрээнд хэдэн зуу буюу хэт олон зорилт, дэд зорилт байсан учраас хэрэгжиж чадаагүй болов уу. Энэ олон зорилтыг энгийн иргэд байтугай төр, засгийн эрх баригчид ч ойлгоогүй, хэрэгжүүлээгүй. Харин УИХ-аас 2016 онд баталсан Монгол Улсын урт хугацааны, тогтвортой хөгжлийн үзэл баримтлалд тийм замбараагүй олон зорилт байхгүй. “Монгол Улс 2030 онд нэг хүнд ногдох орлогоороо дунд орлоготой орнуудын тэргүүлэх эгнээнд хүрсэн, тогтвортой өсч байгаа эдийн засгийн олон салбартай, нийгмийн хүрээнд дундаж болон чинээлэг дундаж давхарга давамгайлсан, унаган байгаль, экологийн тогтвортой байдлыг хадгалсан, тогтвортой ардчилсан засаглалтай улс болно” гээд тов тодорхой заагаад өгчихсөн. Энэ хүрээнд нийт 45 буюу Үндэсний хөгжлийн цогц бодлогод байсантай харьцуулахад 10 дахин цөөн зорилт тодорхойлсон байна. Өөрөөр хэлбэл, төлөвлөгөөг хэрэгжүүлэх эхний “шалгуур”-ыг хангажээ. Гэсэн ч энэ нь монгол хүн бүрийг нэг зүгт залж, Монгол Улсыг нэг өндөрлөгт хүргэх үзэл баримтлал байж чадах уу? Тийм байх ёстой л доо.
Гэтэл манайд Засгийн газар, яам, агентлагууд, нийслэл, дүүрэг, аймаг, сумдын гээд 400 гаруй хөгжлийн төлөвлөгөө бий. Тэдгээр нь хоорондоо ямар ч уялдаа, холбоогүй. Бүгд л өөрийн төлөвлөгөөг хамгийн чухал нь гэж бодно. Үүний зэрэгцээ улс төрийн ямар нам, эсвэл хүн эрх барьж байгаагаас хэрэгжилт шууд шалтгаална. Монголын төр, засгийн эрх баригчид солигдох бүртээ өмнө нь хийсэн бүх ажил, бодлого, шийдвэрүүдийг нураах муу зуршилтай. Төрийн бодлогын залгамж чанар гэж байхгүй. Энэ бүхэнд цэг тавьж байж бид цааш явах юм байна гэдгээ хаа хаанаа ойлгоод Хөгжлийн бодлого төлөвлөлтийн тухай хуулийг 2015 оны сүүлчээр гаргасан. Үүний дагуу Монгол Улсын урт хугацааны, тогтвортой хөгжлийн үзэл баримтлал нь улс үндэстний, монгол хүн бүрийн алсын хараа, хөгжлийн жанжин шугам болох учиртай. Төрийн бүхий л байгууллагын төлөвлөгөө, үйл ажиллагаа үүгээр уялдаа, холбоотой болж, улс төрийн нам, эрх баригчид энэ л жанжин шугамын дагуу явж байж гэмээнэ Монгол Улс 2030 он гэхэд зорьсон өндөрлөгтөө хүрэх юм.
2. Хэт ерөнхий, хэмжиж болшгүй зорилт бүү тавь.
Хөгжүүлнэ, сайжруулна, таатай орчин бүрдүүлнэ гэх үгс сонсоход сайхан боловч биелэлтийг нь хэмжих гэхээр болдоггүй. Үндэсний хөгжлийн цогц бодлого яг ийм үгсээр дүүрэн байсан учраас төөрөгдөл бий болгоод эцэст нь хэрэгжиж чадаагүй. Харин Монгол Улсын урт хугацааны, тогтвортой хөгжлийн үзэл баримтлалын хүрээнд 2030 он гэхэд юунд хүрэх хэмжүүрүүдээ нэлээд тодорхой зааж өгсөн нь сайн тал юм. Тухайлбал, нэг хүнд ногдох ҮНО-ыг 17,500 ам.долларт хүргэх, эдийн засгийн жилийн дундаж өсөлтийг 6.6 хувиас доошгүй байлгах, нийт хүн амын 80 хувийг дундаж болон чинээлэг дундаж давхаргын ангилалд багтаах, монгол хүний дундаж наслалтыг 78-д хүргэх зэргээр тодорхой тусгажээ. Мөн НҮБ-ын Хөгжлийн хөтөлбөрөөс гаргадаг Хүний хөгжлийн индексээр Монгол Улс 188 орноос 90 дүгээрт жагсаж байгааг эхний 70 орны тоонд багтаана гээд зорилго тавьсан байна. Энэ мэтчилэн бид зорилгодоо хүрч байгаа эсэхээ мэдэж, дүгнэхэд хялбар болжээ.
Тухайлбал, бид бизнесийн орчноо сайжруулна, өрсөлдөх чадвараа дээшлүүлнэ гэж олон жил ярьсан. Гэхдээ сайжирч байгаа, дээшилж байгаа, үгүйг яаж мэдэх вэ гэдэг нь тодорхойгүй байв. Тэгвэл одоо 2030 он гэхэд “Бизнес эрхлэлтийн үзүүлэлтээр эхний 40, өрсөлдөх чадварын үзүүлэлтээр эхний 70 орны нэг болно” гээд заагаад өгчихсөн учраас хэмжиж, үнэлж дүгнэх боломжтой болчихлоо. Өөрөөр хэлбэл, жил бүр шинэчлэгддэг “Бизнес эрхлэх нь” тайлан, “Дэлхийн өрсөлдөх чадварын индекс” тайлангаас бид зорилгодоо хүрэхээр урагшилж байгаа, эсэхээ хараад дүнгээ гаргаад явж болох нь ээ.
3. Зорилгоо бусадтай хуваалц.
“Америк мөрөөдөл” буюу “American dream” гэх үгийг сонсоогүй америк битгий хэл монгол хүн байхгүй биз. Ном уншсан ч, кино үзсэн ч, дуу сонссон ч, ер нь хаа сайгүй энэ үг таарна. Хүн өөрөө л хийж, бүтээж чадвал хүссэндээ хүрэх боломжтой. Тэр боломж, нөхцөлийг хүн бүрийн хувьд ижил тэгш бүрдүүлж өгөх нь АНУ-ын үүрэг, зорилго юм.
Тэгвэл монгол мөрөөдөл, Монгол Улсын үндсэн үүрэг, зорилго гэж байна уу? Монгол Улсын урт хугацааны, тогтвортой хөгжлийн үзэл баримтлалыг 2016-2020, 2021-2025, 2026-2030 он гэсэн гурван үндсэн үе шаттайгаар хэрэгжүүлнэ гэж байгаа. Эхний үе шат хэдийнэ эхлээд, нэг жилийг ардаа орхих гэж байна. Гэтэл энэ талаар монгол хүн бүр, ялангуяа төр, засгийн эрх баригчид, төрийн албан хаагчид мэдэж байна уу? Монгол Улс маань ийм алсын хараатай болчихлоо, үүндээ хүрэхийн төлөө бүгдээрээ ингэж ажиллах хэрэгтэй байна гэдэг мессежийг монгол хүн бүрт хүргэж, ойлгуулах нь хамгийн эхний алхам байх учиртай. Тэгэж байж л бүгдээрээ нэг тийш урагшилна, урагшлахыг шаардана.
4. Хий, үйлд
Зорилго, зорилтуудаа тодорхойлсны дараа түүндээ хүрэх төлөвлөгөө гаргаад, хэрэгжүүлж эхлэх нь хамгийн чухал. Өөрөөр хэлбэл, өдөр тутмын үйл ажиллагаа маань мөнөөх зорилгодоо тэмүүлж байх учиртай. Монгол Улсын үйл ажиллагааны төлөвлөгөө гэдгийг жил бүр баталж, хэрэгжүүлдэг төсөв нь гэж ойлгож болно. Төсвийн төслийг боловсруулж эхлэхдээ л алсын хараа, урт хугацааны зорилго, зорилтуудаа өмнөө тавьж байгаад үүнд хүрэхийн тулд бид энэ жил юу хийх вэ, хэдэн төгрөг зарцуулах вэ гэдгээ төлөвлөж, тооцоолох хэрэгтэй юм. Гэтэл манайд тийм соёл төлөвшөөгүй учраас төсвөөс мөнгө нь гараад явчихдаг, зорилго нь цаасан дээрээ хэрэгжилгүй хоцордог. Төсвийн мөнгөөр хэрэгжүүлээд байгаа төсөл, хөтөлбөрүүд нь ямар уялдаа холбоотой, тэдгээрийг хийснээр яг юунд хүрэх гээд байгаа нь тодорхойгүй. Төсөв боловсруулах, батлах, хэрэгжүүлэх ажил нь ийм алсын хараагүй, өнөө маргаашаа аргацаах төдий байхад улс маань яаж хөгжих билээ? Тиймээс үүнийг өөрчилж, зөв голдрилд нь оруулмаар байна.
